132.02 DUTIES.
   The Human Resource Director shall be responsible for planning and developing policies, regulations and procedures for implementing an effective personnel program within the City of Vienna, including performance evaluations, classifications and salary administration. The Human Resource Director shall be further responsible for the daily operations of the personnel department, administering the employee benefit plans, including retirement, health insurance, life insurance, vacation leave, sick leave, workers' compensation and unemployment compensation. The Human Resource Director shall further be responsible for processing all new employees, terminating or retiring employees, and shall maintain statistical records for completion of government reports for OSHA, EEOC, U.S. Census Bureau and other required reportings. The Human Resource Director shall also maintain and be responsible for personnel applications, personnel files, personnel policy and procedure manual, and classification plans, and shall further be responsible for processing applicants for summer employment. The Human Resource Director shall also serve as the coordinator for the Americans with Disabilities Act, unless otherwise directed by Council.
