130.01 CREATED.
   The Vienna Water Utility and Sewer Utility shall be terminated and the controlling Ordinance shall be repealed and rescinded, a Stormwater Utility shall be established and the Vienna Utility Board shall be created and the heretofore separate Waterworks Utility and Sewerage Utility of the City, together with the herein established Stormwater Utility of the City, shall be combined into a single undertaking (the "System"). The supervision, management, control and operation of the System shall be vested in the Vienna Utility Board (the "Utility Board"), hereby created and appointed and functioning as herein provided.

130.02 COMPOSITION AND QUALIFICATIONS OF BOARD DIRECTORS.
   The Utility Board shall consist of five (5) Directors. The Chair of the Utility Board shall be the Member of the Vienna City Council serving as the liaison to the Public Works Department. One (1) additional member of the Utility Board shall be a Member of the Vienna City Council. The remaining three (3) Directors shall be citizens and residents of the City, of outstanding reputation, ability and integrity. All Directors shall be appointed by the Council of the City.
