The Council of the City enacts this article for the assurance and protection of the citizens of the City and for the purpose of assuring efficient operation and maintenance of City infrastructure. No amendment or repeal of this article shall be enacted unless approved by seventy-five percent (75%) of the members of Council. Any such amendment or repeal shall otherwise be enacted in accordance with the rules and regulations of Council.
