The civil service written examinations given before appointment or promotion shall be prepared, graded and the results certified by a qualified testing service. The Municipal Civil Service Commission may require supplemental information such as psychological examination, physical examination, polygraph examination and physical agility tests before an appointment or promotion is made.
No more than five persons shall be certified as eligible for a single original appointment. No more than five persons in excess of the number to be appointed shall be certified if two or more original appointments are to be made at one time. No more than three persons shall be certified as eligible for a single promotion. No more than three persons in excess of the number to be promoted shall be certified as eligible for promotion if two or more promotions are to be made at one time. The Director of Administration shall make the original appointments or promotions from the certified eligible lists.
