All employees of the City shall be in either the classified or the unclassified service. All employees in the classified service shall be appointed and promoted in accordance with competitive examinations. The following constitute the classified service of the City:
a) All regular full-time Police Division personnel.
b) All regular full-time Fire Division personnel.
c) Such other employees, as defined by ordinance or resolution, as may be required to be included within the classified service of the City by the Constitution of Ohio.
All other officers and employees shall be in the unclassified service, and exempt from the requirements for civil service.
