There shall be a Municipal Civil Service Commission composed of 3 members appointed by the Mayor to serve 6-year terms. At the time of any appointment, not more than 2 Commissioners shall be adherents of the same political party. Vacancies shall be filled in the same manner as original appointments for the unexpired term. The Director of Administration shall be the administrative officer for the Municipal Civil Service Commission.
The Municipal Civil Service Commission shall have those powers, duties and functions as provided in this Charter, the ordinances and resolutions of the City and the general laws of Ohio to the extent such laws do not conflict with this Charter or the ordinances and resolutions of the City.
The City shall not be responsible for the administration of the civil service laws of the State on behalf of any city, local, exempted village or other school district.
