No employee of the City shall be required to make or solicit any contribution to the campaign funds of any candidate for office of the City nor take part in the political campaign of any candidate for office of the City. No employee or officer in the classified service of the City shall participate in any political campaign whatsoever during working hours, and a violation of this prohibition against political activity during working hours shall be cause for suspension or dismissal from the classified service of the City.
