ARTICLE IV. CITY FINANCES*
Sec. 30. Fiscal year; budget preparation, submission, and hearing; audit
   a. The fiscal year of the City government shall begin on October first and shall end on September thirtieth unless otherwise provided by ordinance.
   b. It shall be the duty of the City Manager to submit a balanced annual budget not later than forty-five (45) days prior to the end of the current fiscal year to the Council for its review, consideration and revision if desired. The Council shall call a public hearing or hearings on the budget in accordance with State law as now or hereafter amended. The budget shall be finally adopted not later than the twenty-fifth day of the last month of the fiscal year. Should the Council take no final action on or prior to such day, the budget as submitted by the City Manager shall be deemed to have been finally adopted by the Council. The budget as adopted must set forth the appropriations for services, functions and activities of the various City departments and agencies, and shall meet all fund requirements provided by law and required by bond covenants.
   c. Within thirty (30) days after the beginning of the fiscal year, the Council shall cause a continuing independent audit to be made, by a certified public accountant, of all accounts of the City for such fiscal year. The certified public accountant so selected shall have no direct personal interest in the financial affairs of the City, and shall report in writing to the Council at such time as it may require. Upon completion of the audit, the results thereof shall be reported in writing to the Council, as soon as reasonably possible following the close of the fiscal year, which report shall be a public record.
