ARTICLE I. PERSONNEL POLICIES*
Sec. 3-1.   General Considerations.
   The objectives of the City in achieving good personnel administration are to provide the best customer service to the citizens of Tyler by promoting and increasing efficiency and training in the organization, while providing fair and equal opportunity in the hiring and advancement of City employees by promoting high morale among City employees through good working relationships, uniform personnel policies and consideration of employee welfare. Specific and detailed personnel policies for the overall administration and regulation of the City shall be the responsibility of the City Manager. (Ord. No. O-96-14, 2-21-96)
