(A) The City Council shall be the final authority on zoning ordinance amendments, appeals, general plan and specific plan amendments, development agreements, subdivisions and other permit procedures that may be included in or added to the title, except as otherwise specifically provided for in this title.
(B) The City Council shall be responsible for appointing persons to the Planning Commission and other decision-making bodies that may be named in the title.

The Planning Commission shall be the final authority on variances, classification of uses, site plan review approvals, conditional use permits, parcel maps and other permit procedures that may be included in or added to the title except as otherwise specifically provide for in this title. Further, the Commission shall provide findings and recommendations to the City Council by means of resolution on zoning ordinance amendments, appeals, general plan and specific plan amendments, development agreements, and other permit procedures that may be added to the title.

(A) The Planning and Building Director or assigned representative, shall be the authority on the interpretation, administration and enforcement of the title and shall be the final authority on minor deviations and administrative planning permits. Other duties of the Director shall include preparation of reports and recommendations on all planning matters that appear before the City Council and Planning Commission, shall serve as a member of the Site Plan Review Committee shall prepare administrative resolutions on decisions made by the Site Plan Review Committee, notification of persons who are in violation of any provision of this title and other responsibilities that may be include in or added to the title.
(B) Any decision by the Director may be appealed to the Planning Commission consistent with the requirements contained in Chapter 10.20, Appeals. Conversely, the Director may appeal a decision by the Planning Commission if the Director finds that the decision is inconsistent with the purpose and objectives of the title.

The Building Official shall be the authority on the interpretation, administration and enforcement of the various building codes. Other duties of the Building Official shall include enforcement of specified provisions of the title securing title clearance prior to issuing a building permit, membership on the Site Plan Review Committee, notification of persons who are in violation of specified provisions of this title or various building codes and other responsibilities that may be included in or added to the title.

The City Engineer, or assigned representative, shall be the authority on the interpretation, administration and enforcement of the subdivision title, the City of Tulare Standards and Specifications and other responsibilities that may be included in or added to the title. Other duties of the City Engineer, or his or her assigned representatives, shall include preparation of reports and recommendations on all engineering matters that appear before the City Council and Planning Commission, membership on the Site plan Review Committee, notification of persons who are in violation of specified provisions of this title and other responsibilities that may be included in or added to the Ordnance.

The Site Plan Review Committee shall be the recommending committee on site plans and other specified provisions that may be included in or added to the title. Further, the Committee shall provide findings and recommendations to the Planning Commission on site plans and building elevations associated with development projects.
