4.7.19.   RURAL VILLAGE CENTER (RVC)
   The purpose of this is to provide retail shopping facilities, planned and designed for the convenience and necessity of a suburban or rural neighborhood. Rural village centers shall be developed according to an approved and located in accordance with adopted neighborhood, community, or area plans. The standards are designed to maintain the suburban character of duly designated commercial areas located along designated and to provide safe to and from the village center.
