The Committee shall be authorized to appoint eighteen associate panel members for a term of two years, who shall consist of six recognized members from labor; six recognized members from industry; and six recognized members from the public; provided that the selection and appointment of the public members shall be subject to the joint approval of the labor and management sections. The associate members shall serve in the same manner as the full members of the LMC in panel service, shall have a full voice in LMC discussions, but not the power of vote on any matter of policy or procedure unless serving as the designated alternate for a full LMC member. In such instance, such associate member shall exercise the full LMC member's rights.
