(a) The title of the full-time administrative officer of the Labor-Management-Citizens Committee shall be that of Administrative Director. The Administrative Director shall carry out all duties assigned by the Committee. The Administrative Director of the Labor-Management-Citizens Committee shall be screened and approved by the Committee prior to submission of the name to the Mayor and Council for approval.
(b) The L-M-C may utilize the funds provided to it by the City for compensation of employees to obtain necessary personnel services through a contract or contracts with the Center for Labor Management Services at the University of Toledo, or from a similar organization including a person to be designated as the Administrative Director for the L-M-C. Such individual may also serve as an officer or employee of the Center for Labor Management Services or any other organization.

(c) The contract or contracts securing personnel services for the L-M-C shall be approved by a majority of members of the L-M-C Board. The contract shall be in the name of the City on behalf of the L-M-C and shall conform to all applicable Charter and Toledo Municipal Code provisions relative to contracts.
