1777.12. Closure of waste material facilities.
   At closure, the owner or operator must remove all waste material and waste material residues (including, but not limited to, ash, scrubber waters, and scrubber sludges) from the site.

1777.15. Water quality.

1777.16. Water Pollution Prohibited.
   1.    It shall be unlawful for any person to permit the placing or discharge of any substance in any location which cause or may tend to cause pollution of the waters of the City; and such water pollution is hereby found and declared to be, and shall constitute a public nuisance.
   2.    No person shall place, store or hold any liquid or solid material in any existing or new impoundment, such as a reservoir, dike or other enclosure which would cause or tend to cause pollution of the waters of the City if the material escaped therefrom without first having obtained the approval of the Administrator for said enclosure.
1777.17. Circumvention.
   No person shall cause or permit the installation or use of any device or any means which, without resulting in reduction in the total amount of air contaminant emitted, conceals or dilutes an emission of air contaminant which would otherwise violate any regulations of the Administrator.
