In addition to any applicable zoning requirements, a waste material facility shall not be located or operated within any of the following:
(a) Two thousand feet of any residence, school, hospital, nursing home, day care facility, jail or prison;
(b) Any naturally occurring wetland;
(c) Any flood hazard area if the owner or operator of the proposed facility cannot show that the facility will be designed, constructed, operated and maintained to prevent washout by a one hundred year flood or that procedures will be in effect to remove any waste material before flood waters can reach it;
(d) Any area which contains a disproportionate number of environmental hazards.
