1777.08. Requirements of waste material facilities.
   In addition to any other requirements governing waste material facilities, the owner or operator of a waste material facility shall do all of the following:
   (a)   Enter into a contract with an independent laboratory selected by the owner or operator to conduct composite sampling of the waste material delivered to the facility prior to its treatment, storage, transfer or disposal. Records concerning the sampling shall be retained for at least five years by the owner or operator, the laboratory, and the person supplying the waste material. All records required to be maintained by the owner or operator shall be available for inspection, audit and copying by the City or its designated agents at the facility.
   (b)   In the case of soil remediation facilities, ensure a destruction removal efficiency of ninety-nine and nine hundred ninety-nine one-thousandths per cent for all soil treated at the facility.
   (c)   At the request of the Manager of Environmental Services, a waste material facility shall conduct continuous monitoring of emissions for any or all of the following:
      (1)   Oxygen;
      (2)   Carbon monoxide;
      (3)   Particulate matter;
      (4)   Lead;
      (5)   Organics;
      (6)   Dioxin;
      (7)   Heavy metals.
