The Mayor is hereby authorized and directed to establish a schedule of reasonable fees and charges as recommended by the Director of Parks, Recreation and Forestry after review by the Citizens Advisory Recreation Commission, following a public hearing conducted by the Citizens Advisory Recreation Commission for the recreational facilities, programs and parkland use. The establishment of such fees shall be in written form to Council at least thirty days prior to enactment.
Unless indicated in written form by the Director of Finance, all receipts are to be deposited within the General Fund.

(a) The following fees are hereby established as the fees to be charged for the use of the Municipal Golf Courses as hereinafter specified. The fees hereinafter specified shall include all applicable taxes, except as herein otherwise provided. Provided, further, that Evergreen Alliance Golf Limited may charge a one dollar ($1.00) per person "reservation fee" at the Ottawa Park and Detwiler Courses only for players making a reserved tee time prior to 11:59 p.m. on any Wednesday for 5:30 a.m. to 12:01 p.m. on the ensuing Saturday, Sunday, or Monday Holiday next following.

(b) Provided further, that at Detwiler and Ottawa Park, a 9-hole rate will be in effect on Saturdays, Sundays, and holidays for holes 10-18 for a period of one and one-half hours. Such one and one-half hours shall begin with official course opening.
(c) Provided, further, that players who have not graduated from high school who have a valid school I.D. card will be defined as "juniors." Juniors will be permitted to play Detwiler and Ottawa Park Golf Courses on all days except Saturdays, Sundays, and holidays until October 1st, and Collins Park Golf Course all days as follows:
After October 1st, "junior" rates at Detwiler and Ottawa Park Golf Courses will apply any time Monday through Friday and after 2:00 p.m. on Saturdays, Sundays, and holidays.
(d) Provided, further, that holders of a senior golf pass, residents sixty years of age or over or anyone who is officially retired and on a fixed income or anyone on disability retirement, regardless of age, will be permitted to play Detwiler and Ottawa Park Golf Courses on all days except Saturdays, Sundays, and holidays until October 1st, and Collins Park all days.
After October 1st, "senior" rates at Detwiler and Ottawa Park Golf Courses will apply anytime Monday through Friday and after 2:00 p.m. on Saturdays, Sundays, and holidays.
A Golden Buckeye Card, duly issued by the State of Ohio, must be presented each time the special fee is requested.
(e) Provided, further, that twilight fees shall apply after 7:00 p.m. Monday through Friday, and after 4:00 p.m., Saturdays, Sundays, and holidays from season opening until November 1st. At Detwiler and Ottawa Park Golf Courses, the weekday rates will be $17.00 for 18 holes and $13.00 for 9 holes for the month of October. At Detwiler and Ottawa Park Golf Courses, from November 1st until March 1st of the following year, the twilight rate shall also apply to weekends in November and holidays at all hours. At Collins Park Golf Course, from November 1st until March 1st of the following year, the twilight rate shall apply on all days at all hours.
(f) Provided, further, the special rates developed for juniors, students, and seniors will apply at any time at any city golf course for participation in an event sponsored or co-sponsored by the City of Toledo specifically for the group affected by the special rate.
(g) That any payments made to the City of Toledo by Evergreen Alliance Golf Limited as a result of this lease shall be placed in Fund 05 Golf Course Maintenance and Improvement Fund to be used for the purpose of retiring bonds sold to finance the Ottawa Park Golf Course reconstruction, other capital improvements, special maintenance programs at the golf course, and projects and programs as approved by the Council of the City of Toledo.
(h) Provided, further, that only the following persons are permitted on the golf course properties:
(1) Persons playing golf with a valid greens fee ticket.
(2) Department of Public Service and Neighborhoods maintenance personnel.
(3) Golf shop personnel including pro, assistant pro, rangers, aides, etc.
(4) Any person and/or group authorized by the Directors of the Departments of Public Service and Neighborhoods.
(i) Provided, further, that anyone on the golf course proper for any other reason than those specified under subsection (h) hereof, shall be guilty of a fourth degree misdemeanor.

(a) Establishment.
Under the authority of Ohio R.C. 5705.12 there shall be created a permanent special golf fund to which shall be credited all fees collected for the playing of golf on the fee charge courses in the City.
(b) Use of Special Golf Fund.
The special fund herein established shall be used only for all proper maintenance, operation, improvement and construction of municipal golf courses in the City for which a fee is charged; and all appropriations therefrom shall be made for only such purpose.
(c) Appropriation from General Fund.
An appropriation from the General Fund for the maintenance, operation and improvement of municipal fee charge golf courses of the City shall be construed as transfers to the special fund herein established and the General Fund shall be reimbursed for any expenditures under such appropriations from all revenues that may be thereafter credited to the special fund established by this section.
(d) Purpose.
The purpose of subsection (c) hereof is to establish a permanent special golf fund from which the entire expenditure of the maintenance, operation and improvement of the present fee charged municipal golf courses or construction of additional fee charged municipal golf courses of the City shall be paid and of relieving the General Fund of any expenditures for such purpose. Such specified golf courses shall be self-supporting.
(e) Preference in Use of Fund.
Preference shall be given to the proper maintenance, operation and improvement of the municipal fee charged golf courses already established before funds from the aforesaid special golf fund are expended for the construction of additional municipal fee charged golf courses.

The Director of Parks, Recreation and Forestry, with the approval of the Mayor, is hereby authorized and directed to adopt, promulgate and enforce such rules and regulations as shall be deemed expedient for the operation of all softball and baseball fields and facilities in the parks operated by the City, and for the collection of fees established for the use of same. The Director is further authorized to lease such fields and facilities mentioned in this section at a daily rate.
