No person shall drive or operate any vehicle in any of the public parks of the City hereinafter specified at a rate of speed in excess of that specified for each respective park, unless otherwise described in Traffic Schedule IV to wit:

The Commissioner of Transportation is hereby authorized and directed to erect and maintain appropriate signs along the public drives in the park as hereinafter specified in conformance with the provision of this section.
