(a) The Promenade Park Marina Concession shall be awarded to the highest and best bidder after advertisement according to law, and shall be subject to such terms and conditions as the Mayor and Director of the Department of Natural Resources shall prescribe.
(b) Such concession shall be for a period not to exceed ten years, with the option to renew for not more than two consecutive five year periods.
(c) The Director of the Department of Parks, Recreation and Forestry with the approval of the Mayor shall establish rules and regulations governing the operation of the Promenade Park Marina.
(d) Fees and charges relating to the operation of the Promenade Park Marina shall be exempt from the fee schedule contained in Section 965.30, and shall be established and collected pursuant to the Rules and Regulations adopted as aforesaid.

(a) The Director of Parks, Recreation and Forestry, subject to the approval of the Mayor, is hereby authorized and directed to establish, amend and enforce such rules and regulations as shall be necessary for the operation of the marina and boat launching facilities at Cullen Park and Walbridge Park.
(b) The Mayor is hereby authorized and directed to establish a schedule of reasonable fees and charges for the marina and boat launch facilities, parking areas and Community Boating Education Center Program as developed at Cullen Park and Walbridge Park. The establishment of such fees shall be submitted in written form to Council.
(c) All fees and charges collected from the operation of the marina and boat launching operations, parking areas and Community Boating Education Center shall be deposited in the Marina Development and Boating Education Special Revenue fund.
