(a) Parks under the jurisdiction of the Division of Parks and Recreation will be open from thirty minutes before sunrise to fifteen minutes from sunset each day.
(b) Parks shall be closed for use by the general public during the period from fifteen minutes after sunset to thirty minutes before sunrise each day; provided, however, that the following persons may use such parks during the closed period:
(1) Persons having written permission from the Department of Parks, Recreation and Forestry for a special or particular use of specified park facilities during certain hours, which use shall be limited to the specified facilities and ingress and egress thereto.
(2) Persons attending activities which are lighted and which are under the supervision of an employee of the Department of Parks, Recreation and Forestry or an authorized designee thereof.
(3) Persons using park routes as vehicular routes for through traffic, which persons shall remain on the traveled portion of through routes.
(4) Any areas officially designated by the rules and regulations of Director of Parks, Recreation and Forestry as being exempt from the provisions of this section.
(c) No person shall enter or be present in any City park at any time when the park is closed, except as provided herein. Whoever violates this section is guilty of a misdemeanor of the fourth degree.
