163.01 MEMBERSHIP; TERMS.
   A commission to be known as the " Tree Commission" is hereby created. This Commission shall be composed of five citizens,    the majority of whom shall be residents of the City. All of the members shall be appointed by the Mayor. The City Administrator shall be an ex-officio member. All members of the Commission shall serve without compensation.   The five originally appointed members shall serve as follows: one member for one year; one member for two years; one member for three years; one member for four years; and one member for five years. Successors to those members originally appointed shall thereafter be appointed for terms of five years each. Any vacancies on the Commission shall be filled for the unexpired term of the vacated membership.

163.02 DUTIES.
   The duties of the Tree Commission shall be as follows:
   (a)   To study the problems and determine the needs of Tiffin in connection with a tree planting and beautification program.
   (b)   To encourage the participation of garden clubs, conservation groups. civic groups, service clubs, environmental organizations, and all other similar organizations in the beautification of Tiffin.
   (c)   To work with other City commissions such as the Park and Recreation Board in creating long-range plans for development of new parks and parkways, beautifying existing rivers and tributaries, and planning the beautification and development of Tiffin in general.
   (d)   To assist City officials, members of Council and citizens in the orderly planting of trees and other horticultural plants within the City.
   (e)   To make recommendations to Council from time to time concerning desired legislation governing the planting and care of trees within the City and the general beautification of the City.
   (f)   To monitor and evaluate the condition of trees in the City for the purpose of determining the need for trimming, replacement, treatment or the addition to any growing trees or bushes; and after suitable consideration and judgment of the Commission by recorded vote, to issue requisitions for material or labor, within current appropriation limits, to the City Administrator for issuance of purchase orders.
   (g)   To conduct one regular meeting per month and such special meetings as may be required. At such meetings the subject of trees and beautification insofar as it relates to the City shall be discussed by members of the Commission, City officers and personnel and interested citizens.
   (h)   To accept gifts, bequests or donations in cash or kind for the indicated    purpose of furthering the work of the Commission. Any gifts in money shall be deposited in the General Fund in a separate line item account designating the source, to be used as directed by the Commission upon appropriation by Council. Gifts in kind shall be utilized under the Commission's sole direction and acknowledged as to value in writing, upon qualified appraisal.

163.03 ORGANIZATION.
   Within a reasonable time after the original appointment of the members of the Tree Commission, those members originally appointed shall hold an organizational meeting in order to elect a chairman and secretary. Thereafter, the Commission shall provide for the adoption of rules of procedure and for the holding of regular and special meetings of the Commission in order to perform the duties provided for herein.
