A. No new plumbing work shall be undertaken within the city without a permit therefor from the city clerk. The following plumbing work shall be considered "new plumbing work" and shall therefore require the acquisition of a permit:
1. All plumbing required for the construction of new buildings, structures or facilities;
2. Taps to the city sewer main; or
3. Connection to a city water meter.
B. A homeowner may perform plumbing work at his own residence without a permit or license; however it is unlawful for such homeowner or any other person not duly licensed by the state and the city to engage in plumbing work, to make any connection to a city water meter or sewer main.
C. The fees to be paid for a plumbing permit shall be as provided by the council by motion or resolution. (2000 Code § 5-205)
