No building or other structure shall be built, enlarged, altered or moved without a permit from the building inspector therefor, as provided in the building code. Applications for building permits shall be made to the building inspector; and the applicant shall provide such plans, specifications and other data as may be necessary for the building inspector to determine whether the permit shall be issued. No building permit shall be issued when the building or structure proposed to be built, enlarged, altered or moved would not conform with the ordinances of the city and any applicable codes adopted by ordinance.
