1452.01 DEFINITIONS.
   (a)    "Landfill " means the filling of land with sand or other material over a depth of twelve inches.
   
   (b)    "Reasonable time" means a period of time, between two and four weeks, at the discretion of the Commissioner of Buildings.

1452.02 NOTICE OF INTENT TO USE LANDFILL; RESTORATION.
   Any person within the City who is planning to use landfill, on either his own property or property upon which he is a tenant, shall first notify the Commissioner of Buildings of his intent, if the landfill material consists of sand or any kind of soil or other material. The owner or tenant upon whose land such landfill is deposited must, within a reasonable time, level and cover or seed such landfill so that it will not blow or be carried onto surrounding lands creating any sort of a hazard or nuisance within the neighborhood. The time for such leveling, covering or seeding shall be at the discretion of the Commissioner of Buildings, who shall consider all of the circumstances involved in each particular case.

1452.03 INSPECTION OF CONTINUOUS LANDFILLS.
   Where the landfills are going to be continuous, then the Commissioner of Buildings must, after an inspection, give his approval after each two-week interval so that the landfill
operation is under continual surveillance.
