1470.01 COMMERCIAL REMOVAL PROHIBITED; PERMIT REQUIRED.

   The removal of topsoil or loam for commercial purposes or otherwise from any lands within the Municipality, except insofar as is necessary for the erection, construction or alteration of buildings or the installation of sidewalks, shall be prohibited unless the owner of the property from which topsoil or loam is to be removed shall first obtain a written permit from the Commissioner of Buildings authorizing such removal.
