(a) Any resident who is at or below the Very Low Income limits as established by Council, as they may be amended, shall pay only one fourth with a corresponding reduction for arrearages of the Municipal Service Fee; provided, that he has made proper application for exemption in affidavit form, as directed by the City Treasurer. The exemption shall commence the first quarter after the approval of a proper application therefor.
(b) The Very Low Income limits as established by Council are as follows:

(c) Any person who knowingly makes a false statement in relation to his income limits shall be punished in conformance with Section 101.99.
