(a) If the charges for any of the services provided for in Section 745.01 shall not be paid within thirty days after the same are due, the amount thereof shall be in default and may be recovered from the users or record owner of such service by the City in any appropriate action. When an account is delinquent for four quarters, the City shall send a registered letter to the record owner of the property, stating that the account is past due.
(b) The City Treasurer, for the more effective collection of such charges, shall provide to Council members upon their individual requests a list of the names and addresses of all those residents and users of the services who shall be one year delinquent in the payment of such charges.
