(a) Any apartment house or multiple-family dwelling of more than 15 units shall be required to dispose of refuse in dumpsters of appropriate size as recommended by the Director of Public Works. Owners of such apartment houses or multiple-family dwellings shall construct stalls to house and make the dumpsters accessible to the refuse collector. Such dumpsters will be furnished by the City and shall remain the property of the City. No person shall remove from the premises or wilfully damage any such container.
(b) Nothing in this section shall be construed as authorizing charges for municipal service fees other than on a per-unit basis, as specified in Section 745.01.
