745.04 RULES AND REGULATIONS; COMPLIANCE.

Council may adopt and prescribe from time to time reasonable rules and regulations for the administration of the provisions of this article, including the discontinuance of the collection and removal of prepared garbage from those residences failing to pay these charges. No person shall fail, neglect or refuse to comply with such rules and regulations.
