(a) All applications for permits, and all plans and specifications in support thereof, shall be first submitted by the applicant to the Chief Building Official.
(b) If the application pertains to industrial, commercial, retail or public building permits or apartment permits, all of such data shall be submitted for study by the Chief Building Official to the City Architect, the City Engineer and the Fire Department, who or which shall prepare reports and submit copies thereof to Council.

When the lot to be shown thereon shall be less than 100 feet in its narrowest dimension, and not more than 200 feet in length, such plan shall be drawn to a uniform scale of one-sixteenth of an inch to a foot. When such lot shall exceed either of the aforesaid dimensions, the plat shall be drawn to a scale of one thirty-second of an inch to the foot. Such plans, if drawn to an engineer’s scale (one inch equals 20 feet and one inch equals 40 feet), shall be accepted as equivalent to one-sixteenth and one thirty-second, respectively, as aforesaid.

(a) All plans and drawings, required by this Building Code to be filed with the Chief Building Official, shall be drawn on paper or cloth, in ink, or by some process that will not fade or obliterate, to a scale of not less than one-eighth of an inch to the foot, except as otherwise provided in § 1428.02. All distances, heights, dimensions, thicknesses and sizes of walls, supporting members, structural parts and openings shall be accurately figured, and all drawings made accurate and complete, showing the entire sewerage, drain, soil and waste pipes, and heating and lighting systems, in the plan. The Chief Building Official may require the plans and drawings required by this Building Code to be prepared by a registered architect or licensed engineer, if in his or her judgment this is necessary. All details shall be shown to a scale of not less than one-eighth of one inch to one foot.
(b) If the structure to be built includes the erection or installation of any signs for which a permit is required under § 1288.04, the plans and drawings shall show all such signs.
