(a) Blocks shall have sufficient width to provide for two tiers of lots of appropriate depth.
(b) The lengths of blocks shall be such as, in the opinion of the Commission, are appropriate for the locality and the type of development contemplated, but shall not exceed 1,800 feet where the average size of lots does not exceed two acres in area.
(c) In any block over 900 feet in length, the Commission may require that a crosswalk or pedestrian way, not less than ten feet wide, be dedicated to public use near the center and entirely across such block.
(d) The number of intersecting streets along principal streets shall be held to a minimum. Wherever practicable, blocks along such traffic ways shall be not less than 1,200 feet in length.

The right-of-way widths of streets, service drives and utility easements shall be as follows.
(a) Main thoroughfares: 80 feet.
(b) Minor streets, including cul-de-sac streets: 60 feet. All cul-de-sac streets shall terminate in a circular turn-around having a minimum right-of-way diameter of 154 feet.
(c) Service drives: 20 feet.
(d) Easements for utilities shall be provided along rear and side lot lines wherever practicable. Such easements shall be at least ten feet wide.

Widths of pavements shall be as follows.
(a) Major thoroughfares: as required by the state.
(b) Principal streets: as required by the county.
(c) Minor streets, including cul-de-sac streets: 26 feet. The pavement of a turning circle at the end of a cul-de-sac street shall have a minimum outside diameter of 126 feet and shall be at least 30 feet wide.
(d) Service drives: 18 feet.
(e) In the case of a minor street or service drive along which the average size of lots is two acres or more and the average street frontage of such lots 200 feet or more, the Commission may authorize a pavement width of 16 feet, provided that, owing to the location and character of the street and subdivision development contemplated, such pavement width, in the judgment of the Commission, will adequately meet the anticipated requirements of traffic.

(a) The grades of streets shall not exceed the following.
(1) Principal streets: 7%.
(2) Secondary streets, minor streets and service drives: 12%.
(3) Pedestrian ways or crosswalks: 12%.
(b) The grade of side ditches shall not be less than 0.25%.
(c) All changes in street grades shall be connected by vertical curves of a minimum length equal to 15 times the algebraic difference in the rate of grade, for principal streets, and one-half of this minimum for all other streets.
(d) The radii of curvature on the centerline shall not be less than the following.
(1) Principal streets: 300 feet.
(2) Secondary streets and minor streets: 100 feet.
(e) A tangent at least 100 feet in length shall be provided between reversed curves.

(a) At street intersections property line corners shall be rounded by an arc, the minimum radius of which shall be ten feet.
(b) Street curb or street pavement intersections shall be rounded by radii of at least 35 feet.
(c) The above minimum radii shall be increased when the smallest angle of intersection is less than 60 degrees, or in any case where the Commission considers an increase necessary.

(a) The size and shape of lots shall be appropriate for the location of the proposed subdivision and for the type of development contemplated. Lots shall also be of adequate size to comply with the requirements of the Zoning Code.
(b) Construction shall not occur on any lot unless full city improvements are installed across the entire frontage of the property. The term
FULL CITY IMPROVEMENTS shall include the following:
(1) Storm sewers;
(2) Sanitary sewers;
(3) Water lines;
(4) Electric lines;
(5) Public street constructed to city specifications;
(6) Public sidewalks constructed to city specifications (this requirement may be waived at the discretion of the city when sidewalks neither exist in the vicinity, nor are planned); and
(7) All other public or private utilities mandated by the Codified Ordinances of the city.

(c) Lots for residence purposes in R-1-A, R-1-B, R-1-C, R-1-D, R-1-E, R-1-F Districts or R-2 Districts shall not be platted with a greater depth than five times the average width of the lot.

(d) Double-frontage lots and reversed-frontage lots shall be avoided.
(e) Side lot lines shall be approximately at right angles or radial to the right-of-way line of the street on which the lot faces.
