ln the laying out of a subdivision the subdivider shall comply with the following principles and requirements.
(a) The subdivision layout shall conform to any Major Street Plan in effect at the time of submission of the plat.
(b) Whenever a tract to be subdivided embraces any part of a principal or secondary street, such part of such street shall be platted by the subdivider in its existing location and at the width indicated in § 1248.04.
(c) Where a proposed park or other recreational area, school site or other public ground shown on any Major Street Plan, in effect at the time of submission of the plat, is located in whole or in part within the proposed subdivision, such proposed public ground or park shall be dedicated to the city or reserved for acquisition by the city within a period of three years by purchase or other compensatory means according to law.

(a) The street layout of the subdivision shall be in general conformity with a plan for the most advantageous development of adjoining areas and the entire neighborhood.
(b) As far as practicable, all proposed streets shall be continuous and in alignment with existing, planned or platted streets with which they are to connect. As far as practicable, all proposed streets shall provide two or more entrances to the subdivision.
(c) Proposed streets shall be extended to the boundary lines of the tract to be subdivided, unless prevented by topography or other physical conditions, or unless, in the opinion of the Commission, such extension is not necessary or desirable for the coordination of the layout of the subdivision with the existing layout, or the most advantageous future development, of adjacent tracts.
(d) Proposed streets shall follow the contour of the land wherever practicable.
(e) Proposed streets shall intersect one another as nearly at right angles as topography and other limiting factors of good design permit.
(f) Whenever there exists adjacent to the tract to be subdivided a dedicated or platted and recorded half-width street or service drive, the other half-width of such street or service drive shall be platted.
(g) In the rear of lots fronting on principal streets, where practicable, provision shall be made for service drives when required by the Commission.

(a) Blocks shall have sufficient width to provide for two tiers of lots of appropriate depth.
(b) The lengths of blocks shall be such as, in the opinion of the Commission, are appropriate for the locality and the type of development contemplated, but shall not exceed 1,800 feet where the average size of lots does not exceed two acres in area.
(c) In any block over 900 feet in length, the Commission may require that a crosswalk or pedestrian way, not less than ten feet wide, be dedicated to public use near the center and entirely across such block.
(d) The number of intersecting streets along principal streets shall be held to a minimum. Wherever practicable, blocks along such traffic ways shall be not less than 1,200 feet in length.

The right-of-way widths of streets, service drives and utility easements shall be as follows.
(a) Main thoroughfares: 80 feet.
(b) Minor streets, including cul-de-sac streets: 60 feet. All cul-de-sac streets shall terminate in a circular turn-around having a minimum right-of-way diameter of 154 feet.
(c) Service drives: 20 feet.
(d) Easements for utilities shall be provided along rear and side lot lines wherever practicable. Such easements shall be at least ten feet wide.

Widths of pavements shall be as follows.
(a) Major thoroughfares: as required by the state.
(b) Principal streets: as required by the county.
(c) Minor streets, including cul-de-sac streets: 26 feet. The pavement of a turning circle at the end of a cul-de-sac street shall have a minimum outside diameter of 126 feet and shall be at least 30 feet wide.
(d) Service drives: 18 feet.
(e) In the case of a minor street or service drive along which the average size of lots is two acres or more and the average street frontage of such lots 200 feet or more, the Commission may authorize a pavement width of 16 feet, provided that, owing to the location and character of the street and subdivision development contemplated, such pavement width, in the judgment of the Commission, will adequately meet the anticipated requirements of traffic.

(a) The grades of streets shall not exceed the following.
(1) Principal streets: 7%.
(2) Secondary streets, minor streets and service drives: 12%.
(3) Pedestrian ways or crosswalks: 12%.
(b) The grade of side ditches shall not be less than 0.25%.
(c) All changes in street grades shall be connected by vertical curves of a minimum length equal to 15 times the algebraic difference in the rate of grade, for principal streets, and one-half of this minimum for all other streets.
(d) The radii of curvature on the centerline shall not be less than the following.
(1) Principal streets: 300 feet.
(2) Secondary streets and minor streets: 100 feet.
(e) A tangent at least 100 feet in length shall be provided between reversed curves.
