10-1-3: INTERPRETATION AND APPLICATION:
   A.   Minimum Requirements: In the interpretation and application of this title, the provisions contained herein shall be held to be minimum requirements, adopted for the promotion of public health, morals, safety and general welfare.
   B.   Conflicting Provisions: In case of any conflict between this title, or any part hereof, and the whole or part of any existing or future ordinance of the village or the whole or part of any existing or future private covenants or deeds, the most restrictive shall, in all cases, apply. (1984 Code § 5-1-3)
   C.   Application Of Provisions: No structure shall be constructed, erected, placed or maintained and no land use commenced or continued within the village except as specifically, or by necessary implication, authorized by this title. Conditional uses are allowed only on permit granted by the zoning board of appeals upon finding that the specified conditions exist. Where a lot is devoted to a permitted principal use, customary accessory uses and structures are authorized as indicated in the land use matrix (section 10-6-3 of this title) and supplementary regulations (chapter 12 of this title).
