9-3-4: CIRCUSES AND CARNIVALS; DEFINITIONS; EXCEPTIONS:
   A.   Definition: A "circus" within the scope of section of this chapter, and a "carnival" within the scope of section of this chapter, shall include and apply to any and all circuses and carnivals regardless of the number of animals involved or rides involved, where a charge is made to enter the circus or where a charge is made for a ride, or without regard to a charge, where a circus or carnival is being used as a business promotion by an individual, firm or corporation.
   B.   Exceptions: The only exceptions to sections and 9-3-3 of this chapter requiring permits are circuses or carnivals sponsored by any board or association created by state law or city charter. (2000 Code § 9-304)
