The rules of the Civil Service Commission as heretofore adopted by Council shall remain in effect unless and until they are modified or repealed by the separate Civil Service Commission created by this chapter. All matters pending before Council acting as the Civil Service Commission as of the effective date of this chapter shall be subject to the jurisdiction of the separate Civil Service Commission created by this chapter; and all tests, test results, eligibility lists, certifications and other continuing actions of Council acting as the Civil Service Commission which were taken, established or certified prior to the effective date of this chapter shall be unaffected by the passage of this chapter, subject, however, to lawful action of the separate Civil Service Commission created by this chapter.
