GENERAL PROVISIONS
§ 73.01 DEFINITION.
   For the purpose of this chapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
   BICYCLE. Any device upon which a person may ride, which is propelled by human power through a system of belts, chains or gears having either two or three wheels (one of which is at least 20 inches in diameter) or having a frame size of at least 14 inches, or having four or more wheels.

§ 73.02 APPLICABILITY.
   The regulations in this chapter applicable to bicycles shall apply whenever a bicycle is operated upon any street or upon any public path set aside for the exclusive use of bicycles, subject to those exceptions stated in this chapter.

LICENSING REGULATIONS
§ 73.15 LICENSE REQUIRED.
   No person who resides within the city shall ride, propel or otherwise operate any bicycle on any street, road, highway or other public property within the jurisdiction of the city, unless such bicycle is licensed in accordance with this chapter.

§ 73.16 APPLICATION; FEE.
   (A)   Application for a bicycle license and license plate shall be made upon a form provided by the city and shall be presented to the Chief of Police. An annual license fee of $1 for each new license shall be paid to the city before each license is issued.
   (B)   The fee for any bicycle license shall be $2 for new licenses, $1 for a transferred license, $1 for a replacement license, and $1 for a renewal license.
