§ 73.02 APPLICABILITY.
   The regulations in this chapter applicable to bicycles shall apply whenever a bicycle is operated upon any street or upon any public path set aside for the exclusive use of bicycles, subject to those exceptions stated in this chapter.

LICENSING REGULATIONS
§ 73.15 LICENSE REQUIRED.
   No person who resides within the city shall ride, propel or otherwise operate any bicycle on any street, road, highway or other public property within the jurisdiction of the city, unless such bicycle is licensed in accordance with this chapter.

§ 73.16 APPLICATION; FEE.
   (A)   Application for a bicycle license and license plate shall be made upon a form provided by the city and shall be presented to the Chief of Police. An annual license fee of $1 for each new license shall be paid to the city before each license is issued.
   (B)   The fee for any bicycle license shall be $2 for new licenses, $1 for a transferred license, $1 for a replacement license, and $1 for a renewal license.

§ 73.17 INSPECTION REQUIRED.
   The Chief of Police shall inspect each bicycle before licensing it and shall refuse a license for any bicycle which he determines to be in unsafe mechanical condition.

§ 73.18 ISSUANCE NOT REQUIRED WHEN DOUBT OF OWNERSHIP EXISTS.
   The Chief of Police shall not issue a license for any bicycle when he knows or has reason to believe that the applicant is not the owner of, or entitled to the possession of, such bicycle.

§ 73.19 ISSUANCE OF LICENSE; TERM.
   (A)   The Chief of Police, upon receiving proper application therefor, may issue a bicycle license which shall be effective for a term ending December 31.
   (B)   The Chief of Police may renew such licenses or issue new licenses for successive terms as designated by the Director of the Department of Motor Vehicles.

§ 73.20 LICENSE PLATE ISSUANCE AND PLACEMENT.
   (A)   The Chief of Police, upon issuing a bicycle license, shall also issue a license plate in the form set forth in the California Vehicle Code. Such license shall be permanently assigned to the bicycle for which it was issued.
   (B)   The Chief of Police shall cause such license plate to be firmly attached to the rear mud guard or frame of the bicycle for which it was issued in such position as to be plainly visible from the rear. No person shall remove the license plate from a bicycle during the period for which it was issued, except in the event that the bicycle shall no longer be operated upon any street in the city.
