SKATEBOARDS AND OTHER WHEELED TOYS
For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BUSINESS DISTRICT. As defined by resolution of the City Council.
PLACE OF PUBLIC ASSEMBLY. All buildings or areas where people gather from time to time, exclusive of the business district.
SIDEWALK. That area adjacent to a traveled roadway, whether hard surfaced or not, upon which the public is customarily invited or permitted to walk or to otherwise use.
WHEELED TOY. All wheeled objects regardless of means of propulsion, not including bicycles or vehicles as classified in the California Vehicle Code, and specifically includes without limitation roller skates, skateboards, coasters, scooters and toy vehicles.

(A) In business districts. No person shall use or operate any wheeled toy upon any sidewalk or street in a business district or in or adjacent to any place of public assembly, nor shall any person park or leave any wheeled toy on a sidewalk or in a street in a business district or adjacent to or in a place of public assembly.

(B) On grades. The operation and use of wheeled toys is prohibited on all public streets and sidewalks located in the city having a grade of six percent or more and which are declared by resolution of the City Council to be hazardous to pedestrians, motorists or persons operating such wheeled toys.
