(A) Application for a bicycle license and license plate shall be made upon a form provided by the city and shall be presented to the Chief of Police. An annual license fee of $1 for each new license shall be paid to the city before each license is issued.
(B) The fee for any bicycle license shall be $2 for new licenses, $1 for a transferred license, $1 for a replacement license, and $1 for a renewal license.

(A) The Chief of Police, upon receiving proper application therefor, may issue a bicycle license which shall be effective for a term ending December 31.
(B) The Chief of Police may renew such licenses or issue new licenses for successive terms as designated by the Director of the Department of Motor Vehicles.

(A) The Chief of Police, upon issuing a bicycle license, shall also issue a license plate in the form set forth in the California Vehicle Code. Such license shall be permanently assigned to the bicycle for which it was issued.
(B) The Chief of Police shall cause such license plate to be firmly attached to the rear mud guard or frame of the bicycle for which it was issued in such position as to be plainly visible from the rear. No person shall remove the license plate from a bicycle during the period for which it was issued, except in the event that the bicycle shall no longer be operated upon any street in the city.

(A) The Chief of Police shall maintain records of each license issued, including, but not limited to, the license number, serial number, make, type and model of the bicycle, and the name and address of the licensee.
(B) Records shall be maintained by the Chief of Police during the period of validity of the license or upon notification that the bicycle no longer is to be operated.

(A) Whenever the owner of a bicycle licensed pursuant to this chapter sells or otherwise disposes of such bicycles, he shall within 10 days notify the Chief of Police of such disposition.
(B) Any person who purchases or otherwise acquires possession of a bicycle shall within 10 days of taking possession apply for the transfer of license to his name.
(C) Upon receipt of such notification, the Chief of Police shall examine the records to determine whether or not a valid license has been issued and, if so, shall record the transfer or change of possession in the city records. If a valid license has not been issued, the applicant shall be notified that application must be made for the issuance of a valid license.

A rental agency shall not rent or offer any bicycle for rent unless the bicycle is licensed and a license plate is attached thereto as provided in this chapter, and such bicycle is equipped with the lamps and other equipment required in this chapter.
