The following words shall have the meaning as used in this chapter:
(a) "Indoor firing range" means any establishment which offers to the public and/or members of a private club, the right to discharge a firearm to practice or develop shooting skills within the confines of a structure, facility or premise.
(b) "Employee" means any and all persons who render any service to the operator on or in or upon an indoor firing range.
(c) "Person" means any individual, co-partnership, firm, association, joint stock company, corporation or combination of individuals of whatever form or character.
(d) "Operator" means the person licensed to operate an indoor firing range within the City.

No person shall engage in, conduct or carry on, or permit to be engaged in, conducted or carried on, in or upon any premise in the City, the operation of an indoor firing range as herein defined, unless such indoor firing range operator has been licensed as provided for in this chapter. (Ord. 87-003. Passed 1-5-87.)
(a) Application for a license to operate an indoor firing range required by Section 723.02, shall be filed with the City Manager on a form provided by him. Each application shall include a filing fee of one hundred dollars ($100.00) which shall not be refundable.
(b) The application for a license to operate an indoor firing range shall set forth the proposed place of business and facilities therefor.
(c) In addition to the foregoing, the applicant for a license, including any partner or any officer or director of a corporate applicant, shall furnish the following information:
(1) Name, address and social security number.
(2) A certified copy of the applicant's birth certificate which evidences that the applicant is at least twenty-one years of age.
(3) All residential addresses for the past three years.
(4) The applicant's physical description, including height, weight and color of eyes and hair.
(5) The business, occupation, or employment of the applicant for the three years immediately preceding the date of application.
(6) The business history of the applicant regarding previous licenses obtained or refused from any governmental agency including revocations and suspensions and the reasons therefor.
(7) Criminal history information, including date, time and place of any convictions for all violations except traffic offenses.
(8) A set of fingerprints obtained by the Division of Police and a recent two-inch by two-inch color photograph of the applicant.
(9) If the applicant is a corporation, or a partner of a partnership which is incorporated, the name of the corporation shall be set forth exactly as shown on its articles of incorporation, along with the name and address of the statutory agent, if same is not a corporation, name and address of an individual to accept notice on behalf of the applicant.
(d) An application for the renewal of a license to operate an indoor firing range, in addition to updating the original application responses, will be accompanied by fifty dollars ($50.00) application fee. (Ord. 87-003. Passed 1-5-87.)
(a) Pursuant to the terms of this chapter, the City Manager shall issue the license to maintain and operate an indoor firing range to a designated person for a specific location upon receipt of an application if:
(1) The operation, as proposed by the applicant, if permitted, would be in compliance with all applicable laws, including, but not limited to, the Building, Health, Zoning, and Fire Codes of the City, as well as the provisions of this chapter.
(2) The application does contain all the required information.
(b) An indoor firing range operator's license issued pursuant to this chapter shall terminate at the expiration of one year from the date of its issuance, unless subject to suspension or revocation. (Ord. 87-003. Passed 1-5-87.)
