A licensee shall be notified in writing as to the reason why a license is being considered for revocation, suspension or denial. The licensee shall be afforded a hearing before the City Manager within fourteen days from the date of this notice, at which time the licensee may present any mitigating facts or circumstances for consideration which is deemed relevant. Within seven days from the date of this hearing, the City Manager shall render a decision in writing either revoking, suspending or denying the license of the licensee for one of the reasons set forth in Section 723.10 or ordering that there are insufficient grounds upon which the licensee's license may be revoked, suspended or denied.
