Special permits of duration of more than one month may be issued by the mayor, or his or her designee, upon application in writing and good cause being shown therefor, or temporary permits for a duration of less than one month may be issued by the chief of police upon application and good cause being shown therefor, authorizing the applicant to operate or move any vehicle as defined in subsection 12.28.140A of this chapter, or its successor, upon any street at any time upon such conditions as may be set forth in the permit.
