City policies, procedures, and standard practices represent guidelines and the city reserves the right to modify, amend, or remove any policies, procedures, or standard practices in its sole discretion and at any time, with or without notice, in accordance with applicable law and subject to the provisions of any applicable memoranda of understanding.
