A driver operating a pedicab shall be subject to all laws that apply to the operation of a bicycle. Drivers are also prohibited from operating a pedicab while consuming any alcoholic beverage or while under the influence of alcohol or any drug to a degree that renders the driver incapable of safely driving a vehicle within the city as set forth in section 12.24.100 of this code or any successor section.
