53-1A-3: PROCUREMENT AUTHORITY:
   A.   Operational Supplies and Services:
   The procurement unit for the Chief Procurement Officer shall be the Division of Purchasing, Department of Management Services. In addition to the Chief Procurement Officer, the persons designated below are procurement officials with the authority to procure operational supplies and services for the matters indicated below, and the personnel who act at their direction shall constitute the procurement unit in connection with such procurement.
      1.   The Director of Airport Administration and Commercial Services is the authorized procurement official for professional services for the benefit of the airport, and for procurement matters relating to airport concessions or similar services.
   B.   Construction-related Supplies and Services: The procurement unit for the City Engineer is the Division of Engineering, Department of Public Services. In addition to the City Engineer, the persons designated below are procurement officials with the authority to procure construction-related supplies and services for the matters indicated below, and the personnel who act at their direction shall constitute the procurement unit in connection with such procurement.
      1.   The Director of Airport Design and Construction Management is the authorized procurement official for construction-related supplies and services for the benefit of the Airport.
      2.   The Department of Public Utilities Chief Deputy Director is the authorized procurement official for construction-related supplies and services for the benefit of that department.
      3.   The Director of the Redevelopment Agency is the authorized procurement official for construction-related supplies and services within the scope of the Redevelopment Agency's authority.
   C.   Delegations Of Authority: The Chief Procurement Officer or City Engineer may delegate any authority or designate any person as a procurement official when set forth in the Procurement Rules adopted by the Mayor. The Chief Procurement Officer and City Engineer may share or delegate responsibilities between themselves and may approve the sharing or delegating of responsibilities between other procurement officials, and shall do so in writing. In connection with any emergency, absence, or incapacity, a procurement official may delegate authority in any practicable manner.
   D.   Actions By Procurement Units: If the Procurement Code or Rules specify that an action shall be taken by the Chief Procurement Officer, by the City Engineer or by a procurement official, such action shall be taken by such person without delegation except in case of an emergency, absence or incapacity. Otherwise, any procurement official may delegate responsibilities to or take actions through employees in a manner consistent with the requirements of the Procurement Code and Rules.
   E.   Authority Of Chief Procurement Officer: The Chief Procurement Officer has the authority to review all actions taken by the City with respect to the procurement of operational supplies and services, whether taken by a procurement official or otherwise. The Chief Procurement Officer may inquire regarding any procurement matter, and may consult with the City Engineer, City Attorney or others. The Chief Procurement Officer may make determinations as to appropriate procurement actions in connection with any procurement matter, including any action taken by a procurement official.
   F.   Authority Of City Engineer: The City Engineer has the authority to review all actions taken by the City with respect to the procurement of construction-related supplies and services, whether taken by a procurement official or otherwise. The City Engineer may inquire regarding any procurement matter, and may consult with the Chief Procurement Officer, City Attorney or others. The City Engineer may make determinations as to appropriate procurement actions in connection with any procurement matter, including any action taken by a procurement official.
