50-1-3: EXECUTIVE POLICY STEERING COMMITTEE:
Purpose:
Provide consideration and review on the implementation impacts of proposed citywide policy
Increase awareness of City policy-created guidelines through each department
Ensure the perspective of the various departments are considered prior to the implementation of policy change
Composition of Committee
Department Directors or Chief of each department. At the Department Director/Chief’s discretion, they may delegate the responsibility to a qualified member of their staff
Chief Administrative Officer or Mayor’s Office designee
Chief Equity Officer or designee
Chief Financial Officer or Finance designee
City Recorder or designee
Committee Member Duties
Meeting Attendance: Committee members must attend each meeting or send a designee.
Assignments & Duties: Committee members are provided one-two weeks’ time prior to upcoming meetings to review and provide feedback on a collaborative file. Committee members will also contribute to spreading awareness for new policies and adopted policy changes.
Committee Staff
Finance department will lead the committee meetings in collaboration with the Recorder’s Office
Meetings occur at minimum once a month for each calendar year, as needed by the policy adjustments requested.
Changes & Revisions to Citywide Policy Manual
Departments requesting updates to the policy manual will submit their proposed changes (redlined) or new policies to the Recorder’s office for agenda management. Committee members are given time prior to the meeting to review and comment on the proposed changes, so all members do not need to be present for committee approval. Upon the Committee’s unanimous agreement (of those present) of the change, the requesting department will coordinate with Finance and the Recorder’s office for a complete, clean copy of the policy changes. Policy changes are then compiled into a memorandum by the Recorder’s, routed for signature of the Mayor, filed in the Citywide Recorder’s office repository, and provided to the Codifier services (if used).
