The purpose of this section is to protect the public health, safety, convenience, comfort, prosperity or general welfare of the residents and to promote the orderly land use within the City of Salem. All Wind Energy Systems shall be a "conditionally permitted" use in the City of Salem. A Large Wind Energy System shall be permitted within C-2 General Commercial and M-2 Heavy Industrial Zone Districts on a parcel containing a minimum of four (4) acres under single ownership, A Small Wind Energy System shall be permitted within all Zone Districts.
