13-1-1: USGS DATUM:
   A.   The base or datum of the Village is fixed as the United States Geological Survey datum.

   B.   All grades hereafter established shall have references to the base or datum provided in this section.

13-1-2: COMPLIANCE REQUIRED:
   A.   The plat of any subdivision within the Village or within one and one-half (1-1/2) miles of the boundaries thereof shall not be entitled to record in the Office of the Recorder of Deeds or the Registrar of Titles of Cook County, Illinois, until it shall have been approved in the manner prescribed this title.

   B.   No building permit shall be issued by the Village for the purpose of building upon or improving any parcel or tract of land unless such parcel consists of one or more lots in an approved and recorded or registered subdivision, as shown by a copy of the plat of subdivision certified by the Recorder of Deeds or Registrar of Titles of Cook County, Illinois, and filed with the Director of Building and Code Enforcement of the Village.

13-1-3: VILLAGE POLICY REGARDING PUBLIC IMPROVEMENTS AND SERVICES:
The Village hereby defines its policy to be that the Village and all of its departments will withhold all additional public improvements and services of whatsoever nature, including the maintenance of streets and the furnishing of sewerage facilities and water service, from all areas and parcels which have not been lawfully subdivided and have not met the requirements set forth in this title.
