A. Wherever the Zoning Board of Appeals finds that extreme hardship would result from the strict application of the regulations contained in this title, it may recommend to the Village Board of Trustees that approval of a plat varying from the strict terms of this title be granted, provided the nature of such variances and the reasons for granting them are fully stated.
B. A variation from the strict terms of this title shall be permitted only when the distance of existing facilities or the conditions of topography or other characteristics of the land involved create unusual circumstances so that strict compliance with the terms of this title would create undue hardship and is not contrary to the public welfare or injurious to the property or improvements in the vicinity and district in which the property is located.
