The following regulations shall apply to the establishment and use of persons with disabilities parking spaces:
1. Establishment. Persons with disabilities parking spaces shall be established and designated in accordance with Chapter 321L of the Code of Iowa and Iowa Administrative Code, 661-18. No unauthorized person shall establish any on-street persons with disabilities parking space without first obtaining Council approval.
2. Improper Use. The following uses of a persons with disabilities parking space, located on either public or private property, constitute improper use of a persons with disabilities parking permit, which is a violation of this Code of Ordinances:

A. Use by an operator of a vehicle not displaying a persons with disabilities parking permit;
B. Use by an operator of a vehicle displaying a persons with disabilities parking permit but not being used by a person issued a permit or being transported in accordance with Section 321L.2[1b] of the Code of Iowa;
C. Use by a vehicle in violation of the rules adopted under Section 321L.8 of the Code of Iowa.
3. Wheelchair Parking Cones. No person shall use or interfere with a wheelchair parking cone in violation of the following:
A. A person issued a persons with disabilities parking permit must comply with the requirements of Section 321L.2A(1) of the Code of Iowa when utilizing a wheelchair parking cone.
B. A person shall not interfere with a wheelchair parking cone which is properly placed under the provisions of Section 321L.2A(1) of the Code of Iowa.
No one shall stop, stand or park a vehicle in any of the following specifically designated no parking zones except when necessary to avoid conflict with other traffic or in compliance with the direction of a peace officer or traffic control signal.

1. State Street (U.S. No. 67) through the City.
2. Valley Drive for its entire length.
3. The east side of South Kensington Street within 500 feet southerly of the southerly line of U.S. Highway No. 67.
4. The west side of South Kensington Street from U. S. Highway No. 67 to the railroad tracks.
5. The east side of South Kensington Street from the railroad tracks to Wisteria Lane.
6. South Kensington Street from Wisteria Lane to the southerly terminus.
7. The north side of the entire length of Sycamore Lane.
8. The cul-de-sac at the westerly terminus of Sycamore Lane.
9. The north side of the entire length of Wisteria Lane.
10. The cul-de-sac at the westerly terminus of Wisteria Lane.
11. Fenno Road from Valley Drive to State Street.
12. The north side of Windsor Drive from Manor Drive to Elmhurst Lane.
13. The east side of Elmhurst Lane from Windsor Drive to the south side of the parking lot entrance of Volunteer Square Park.
14. Manor Drive within 300 feet northerly of the centerline of U.S. Highway No. 67.
15. Fenno Road within 187 feet southeasterly of the centerline of U.S. Highway No. 67.
16. Bellingham Road.
17. Belmont Road.
No person shall park a motor truck, semi-trailer, semi-cab or other motor vehicle with trailer attached in violation of the following regulations. The provisions of this section shall not apply to pickup, light delivery or panel delivery trucks.

1. City Streets. Excepting only when such vehicles are actually engaged in the delivery or receiving of merchandise or cargo, no person shall park or leave unattended any such vehicle on any streets within the City. When actually receiving or delivering merchandise or cargo such vehicle shall be stopped or parked in a manner which will not interfere with other traffic. No such vehicle shall be left unattended or parked upon any streets or alleys for a period of time longer than one hour.
2. Noise. No such vehicle shall be left standing or parked upon any street, alley, public or private parking lot, or drive of any service station for a period of time longer than one hour with the engine, auxiliary engine, air compressor, refrigerating equipment or other device in operation giving off audible sounds.
3. Livestock. No such vehicle containing livestock shall be parked on any street, alley or highway for a period of time of more than thirty (30) minutes.
No person shall park, abandon or leave unattended any vehicle on any public street, alley, or City-owned off-street parking area during snow removal operations unless the snow has been removed or plowed from said street, alley or parking area and the snow has ceased to fall.

No person shall stop, stand, park, abandon, or otherwise leave unattended on any public street, alley, sidewalk, or other City-owned property any trailer, including boat trailers and travel trailers, motor homes, recreational vehicles, and construction vehicles, except that construction vehicles may be parked on City-owned property with permission during roadway construction. These prohibitions are in addition to other applicable parking ordinances contained within this Code of Ordinances.
No person shall use any public street, alley, sidewalk, or City-owned property for the purpose of storing any vehicle or other personal property, including storage units and shipping containers. Any vehicle or personal property left in a public street, alley, sidewalk, or City-owned property for a longer period of time than 24 hours shall constitute using the streets for storage.
